Explore Existing Project Ideas
Visit greenfeehawaii.org/ideas and select one of the three funding categories: Environmental Stewardship, Climate and Hazard Mitigation and Sustainable Tourism.
Browse ideas within the category, use the available subcategory filters or search for a specific project using its title, location or related keywords.
Use the Top, Trending or New sorting options to change how ideas are displayed. Top is the default view, while Trending and New provide additional ways to explore ideas.
Select an idea to read its description, review its funding status and learn more about the proposed initiative.
To find ideas that interest you:
Please note that all existing ideas will begin with one vote when the portal launches. As community members begin participating, the Top sorting option will become more useful for identifying ideas receiving public support.
Support Previously Submitted Ideas and Share Your Feedback
Select an existing project to review its description. Vote for project ideas you support and provide comments, questions or additional perspectives. Your feedback can help the council better understand community priorities and opportunities to strengthen proposed initiatives. To vote for an idea:
Create or sign in to a free account.
Open the project idea you would like to support.
Select the upvote option to register your support. Each account may upvote an individual idea once.
If you change your mind, select the upvote option again to remove your vote. You may support multiple different ideas.
You can also provide comments, questions or additional information on an existing idea. For example, you may wish to share how the proposed initiative could benefit your community, identify an additional need or suggest ways to strengthen the proposal.
Please keep in mind that votes and comments are one way to communicate community priorities. A high number of votes does not guarantee that a idea will be recommended or receive funding.
Submit a New Idea
Have an idea that isn’t already represented? You may submit a new project idea for consideration. Before doing so, please review existing submissions to avoid duplicating ideas already under consideration.
If you previously submitted a project idea, please review the existing listings before submitting it again. Some project titles and descriptions may have been summarized or paraphrased, so your original submission may appear under slightly different wording.
If you find a similar idea, we encourage you to provide additional information through the comments rather than submitting a duplicate idea.
If your idea is not represented, or you cannot locate your previously submitted idea after searching, you can submit it as a new idea. We encourage you to consider including updated or additional details to help the council better understand your proposal.

Understanding Project Funding Statuses
Each project idea includes a funding status to help you understand where it stands in the Green Fee review and funding process. Click below to explore what each status means. If an idea includes the ‘Not Recommended’ status, you can still support it by voting or providing comments in the portal.
-
The Hawaiʻi State Legislature has appropriated funding. This does not necessarily mean that funds have already been distributed or spent.
-
The council recommended the project for funding consideration, but the Legislature has not necessarily appropriated funds.
-
The project idea has not yet gone through the applicable council review process to receive a recommendation.
-
The project was reviewed but was not recommended for funding during the relevant review process.
What Happens Next?
The Green Fee Advisory Council will consider eligible public submissions received by 11:59 p.m. on November 1, 2026, alongside state department funding requests or any supplemental requests that may be submitted, as it develops prioritized recommendations for FY28 and FY29.
The Public Ideas Portal will remain open beyond November 1 to support ongoing community participation. Feedback and new project ideas received after this date will be considered as part of the next funding appropriation cycle.
The council will recommend options to the Governor for consideration in the state budget process. The Governor determines which recommendations to include in the Executive Budget, and the Hawaiʻi State Legislature makes final funding decisions.
The council will review public ideas used to evaluate project ideas and develop funding priorities. Public votes and comments help communicate community interest but do not independently determine which projects are recommended or funded.
