Submit Testimony in Support of HB 1800

Step 1: Sign Up for Hearing Notices

Sign up for hearing notifications to receive an alert when HB 1800 is scheduled for a WAM hearing.

First, create an account on the Legislature’s website to sign up for hearing notifications.

Once you have an account, click on Hearing Notifications, enter HB 1800 and click add.

Step 2: Write Your Testimony

Writing testimony makes an impact — here are some tips to get you started.

Include the essentials:


  • Bill Number: HB 1800

  • Bill Title: RELATING TO THE STATE BUDGET.

  • Address the testimony to: Senator Donovan Dela Cruz, Chair; Senator Sharon Moriwaki, Vice Chair; and Members of the WAM Committee

  • Introduce yourself and/or your organization

  • Clearly state your support for the full Green Fee project portfolio

Share your thoughts and feelings about:

  • Example: Hawai‘i is facing escalating climate risks, including wildfire, coastal erosion, invasive species spread, coral reef degradation and water insecurity, all of which directly threaten public safety, cultural resources and economic stability.

  • Example: The Council did not simply compile a wish list; they reviewed more than 500 public project ideas and over 100 formal proposals from state departments, representing more than $2 billion in requests for approximately $100 million in available Year 1 funding.

  • Example: Many of Hawai‘i’s stewardship efforts are led by small, community-based groups. Stable Green Fee funding can empower these groups with multi-year support, workforce training and project continuity.

  • Example: The Council carefully selected projects that address climate hazards and risks holistically, with a broad range of complementary and cost-effective approaches that are strongest when implemented together.

Step 3: Submit Your Testimony

Use the account you made in Step 1 to submit testimony. You can testify in person at the State Capitol, online via Zoom or solely through written testimony.

No matter which option you choose, all three require you to submit written testimony through the Hawaiʻi State Legislature’s website 24 hours before the hearing.
